Webhoverbikes do stay if left out. The item used to spawn them is not tied to that hoverbike specifically, at least last I tried. You can use it to pick up any hoverbike. I'm not entirely sure if this was a bug or not, but I accidentally left a bunch of items out and when I came back, they were there momentarily and then instantly disappeared.
